Tuition Equity

Undocumented, non-U.S. citizens who have attended high school in Massachusetts for at least three years and earned a diploma (or the equivalent, such as a GED/HiSET) in Massachusetts, may be eligible for in-state tuition at MassBay.

 Under the Tuition Equity Law, undocumented Massachusetts students may be eligible for in-state tuition rates, in addition to being eligible for Massachusetts state financial aid programs.

Who is Eligible?

You may be eligible if you:

  • Are a Massachusetts resident who has completed a high school diploma or equivalent (GED or HiSET)
  • Have attended a Massachusetts high school for at least three years
  • Registered for Selective Service if born male, and
  • Can provide at least one of the following:

Who is Not Eligible?

Any individual who is a foreign national with an official temporary status in the United States, such as diplomatic officials or someone authorized to be in the US under an international students, work or visitor visa.

How Do I Apply?

Complete the Tuition Equity High School Completer Form, which is a secure submission to the College. 

You will need:

  • Your MassBay ID number. If you have not taken classes at MassBay or have not applied for admission, you will not yet have an ID number. Submit your MassBay admissions application today.
  • Your Social Security number or Individual Taxpayer ID number (if you have one).
  • Your high school diploma (or equivalent) documenting graduation.
  • Your final high school transcript documenting three years of study at a Massachusetts high school.

(Note: military selective service registration is no longer required to be eligible.)
